Director. <br /> <br />(3) Where any user procures all or part of his water <br />supply from sources other than the Board of Directors, <br />the user shall install and maintain at his own expense <br />water meters of a type approved by the Executive Director <br />for the purposes of determining the proper volume of <br />wastewater discharged to such sewers. <br /> <br />(b) The character and concentration of wastewater used in <br />determining surcharges shall be determined by samples <br />collected and analyzed by the Authority. Samples shall be <br />collected in such manner as to be representative of the actual <br />discharge and shall be analyzed using procedures set forth in <br />40 CFR Part 136. <br /> <br />(c). The determination by the Executive Director or his duly <br />appointed representatives of the character and concentration <br />of the wastewater discharge shall be binding as a basis for <br />charges. <br /> <br />(d) Any source that discharges nondomestic wastewater in <br />excess of the levels listed above may be subject to <br />surcharges. <br /> <br />5.9 ~retreatment Program Administration Charges <br /> <br />-- The Schedule of Charges and Fees adopted by the Authority may <br /> include charges and fees for: <br /> <br />(a) Reimbursement of costs of setting up and operating the <br />pretreatment program; <br /> <br />(b) Monitoring, inspections and surveillance procedures; <br /> <br />(c) Reviewing accidental discharge procedures and <br />construction plans and specifications; <br /> <br />(4) Permitting; and <br /> <br />(5) Other fees as the Authority may deem necessary to carry <br />out the requirements of the pretreatment program. <br /> <br />25 <br /> <br /> <br />
