7.4 Admission to Property <br /> <br />Whenever it shall be necessary for the purposes of the rules and <br />regulations of this ordinance, the Executive Director or <br />authorized representative, upon the presentation of credentials, <br />may enter upon any property or premises at reasonable times for <br />the purpose of: <br /> <br />(a) Copying any records required to be kept under the <br />provisions of this ordinance; <br /> <br />(b) Inspecting any monitoring equipment or method; and <br /> <br />(c) Sampling any discharge of wastewater to the treatment <br />system. <br /> <br />The Executive Director or authorized representative may enter upon <br />the property at any hour under emergency circumstances. <br /> <br />SECTION 8 - ADMINISTRATIO~ <br /> <br />8.1 Wastewater Discharcers <br /> <br />It shall be unlawful for any person to connect or discharge to the <br />wastewater treatment plant without first obtaining the permission <br />of the Executive Director. <br /> <br />8.2 Wastewater Permits <br /> <br />(i) Ail significant industrial users shall obtain a significant <br />industrial user permit pri~r to the commencement of construction or <br />operations which will result in a discharge to the wastewater <br />treatment plant. <br /> <br />(ii) Existing industrial users who are determined by the Executive <br />Director to be significant industrial, users shall obtain a <br />significant industrial user permit within 180 .days of receiving <br />notification of the Executive Director's determination. Industrial <br />users who do not fit the significant industrial user criteria may <br />at the discretion of the Executive Director be required to obtain <br />a wastewater discharge permit for non-significant or insignificant <br />industrial users. <br /> <br />For purposes of this definition, construction or operation has <br />commenced if the owner or operator has: <br /> <br />(A) Begun, or caused to begin as part of a continuous on-site <br /> construction program: <br /> <br />(1) Any placement, assembly, or installation of <br /> facilities or equipment; or <br /> <br />28 <br /> <br /> <br />
