HOW THE TDP WAS PREPARED <br /> <br /> The information in thc TDP was gathered through meetings with the Sleeting Comminee, un-sile <br />inte~,'/ews, wfi~.n and ~elephone ~rvcys of pwvide~ and parcha.sers of se~,ice, and collection of data <br />from the Census Bureau Library, fwm the Cabarms County Planning and D~velopnient'Office, and from <br />the NCIX)T. <br /> <br /> EcosomeUics project sm'T met with the Steering Committee four times to present alternative se~tce <br />designs, once to identify goals, objectives, and consWaints, twice to present alternative service designs and <br />to discuss privato sector capabilities, and a fourth time to review the recommended alternatives for the <br />dralt final re.on of the TDP. Ecosometrics also presenled tl)e final ye. talon of the plan to the County <br />Commissionem. <br /> <br /> As pan of this process, the NCDOT/PTD g~idelines on private sector panldpation in the planning <br />prOCeSs were met by a joint effort of the consulting team and the County Trans~nation office. A letter <br />describing the process was drafted by EcosomeUics and sent to all private se~tor 0peralors in the County, <br />and to a list of operators basezl elsewhere in the country. The private operatom, both for profit and non- <br />profits, were invited to respond in writing or auend a meeting with the Slee~:mg Committee, to present <br />their qualifications and indicate their interest in bidding on any possible request for proposals issued by <br />thecc: County.. ~ Four firms which include American Transit Corporation, CT$ Management, Safe Way <br />Taxicab, and ATE Management and Sea, ice Co., responded in writing, and were invited to come in person <br />to present an overview of their operational experience to the Steering CommiUee. Although none came, <br />thes~ firms may represent a good option for managing and operating an expanded system, particularly if <br />they can also supple some or all of the vehicles as part of tbe agreement. This possibility will be <br />addressexl in the course of the TDP revision. <br /> <br /> This chap-','r has pmsenled background on ~..enl efforts at planning for improved transportation <br />sen'ices in Cabarms County, outlined the process that led to the development of the current TDP, and the <br />re~ons for the need to ~evise it.
