Once an alternative is selected, a new implementation plan will <br />be reeded, and possible assistance with the implementation. This proposal is intended to provide the <br />suppor~ to Cabarms County to revise and update the. TDP, maintaining I',ICDOT program eligibility, while <br />addressing the immediate need for a major expansion of service. <br /> <br /> PREVIOUS PLANNING EFFORTS <br /> <br /> Cabarms County has Under, zken several previous efforts al planning for public transporia!ion. In <br />1984 the Public Transportation Feasibility Study for the Kanlacen Urban Area was conducted undei: <br />conlract by Carter-C, oble Associates, Inc. of Columbia, South Carolina. The purpose of this study was <br />to address the need for and feas~ility of general public ~-ansi! in the urbanized area formed by Concord, <br />West Concord, l~orth Concord, Kannapolis, Landis, China Grove, Collon Mill Village, and Poplar Tent <br />along U.S. 29-601. A proposal for fixed route public t~r~it was developed, but the predicted annual local .. <br />subsidy of $98,200 plus an initial local capital commi~nent of $160,000 for capital led the Sludy Steering <br />Commit'lee lo recommend development of a ridesharing program and coordination of human service <br />u-anspona~0~ <br /> A concurrent effo~ by the County planning staff at completing a TDP was halted in 1985. The <br />plan included an inventory of existing services, including their fleets, utilizat!on, coordination efforts, <br />needs, an~ some limited information on costs. ~ recommended alternative called for de. vlgnaling the <br />LIFI~ Center as the lead tram'ponalion agency, and listed some immediate capital replacement needs. <br />Detailed implem enlatlon or funding plans were not crealed, and the study was never compleled or adopted. <br />The agencies involved in the planning effori generally have continued lo operate separate services for their <br />own clients, though the Depamnent of Aging p~vides services lo the LIF]~ Adult Day Care. Center and <br />the Department of Social Services. This coordination of services among tramportalion providers has <br />rasulted in an increase ofcllents served and some increased e~clencies, and the TDP expanded upon the.~ <br />effolts. <br /> <br /> <br />
