The applicability of these systems will be evaluated in context with the <br /> existing solid waste management system in Cabarrus County and as applicable <br /> with alternative future waste management plans. <br /> <br />TASK VII -- RECYCLING <br /> <br />CDM completed a Recycling Study for Cabarrus County in 1988. The County has <br />been implementing the program since that time with the major program element. <br />the county-wide curbside collection program, going on-line in late 1990 serving <br />10,000 homes. The City of COncord's curbside recycling program went on-line at <br />the same time and serves 13,000 homes. Therefore, according to County staff, <br />23,000 of Cabarrus County's 36,000 households are now served by curbside <br />recycling. The County has plans to expand their program to an additional 5,000 <br />households sometime in the next fiscal year. Now that the County has a <br />successful residential recycling program, the emphasis of this task will be to <br />see if there are ~ntys of further expanding the program (possibly to <br />multi-family dwellings) or expand the types of materials collecled. <br /> <br />Another focus of this task will be to evaluate ways of increasing industrial <br />and commercial recycling programs. A study was recently completed by a local <br />community group which looked into ways that Cabarrus County's textile plants <br />could reduce and recycle their waste. This study will be used as background <br />for beginning this task as well as the waste characterization and source <br />identification program in Task II. <br /> <br />The ultimate goal of this task will be to update the Recycling Study and <br />provide a plan which moves the County closer to complying with the 25 percent <br />waste reduction goal in Senate Bill I I I. CDM will provide an updated <br />implementation schedule. <br /> <br />Task VII ~vill be completed by the following subtasks: <br /> <br /> · Update existing material's market survey, as needed: <br /> <br /> · Evaluation of existing recycling programs in Cabarrus County and <br /> assessment of their potential for increased recycling; and, <br /> <br /> Page 11 of 18 <br /> <br /> <br />
