· An evaluation of the size and redundancy of the facility(les) as <br /> well as for the entire solid waste system; <br /> <br /> · An estimate of the total capital and operating costs, as well as <br /> the potential revenue for each Solid Waste Plan alternative, will <br /> be des'eloped including transportation costs; <br /> <br /> · Sensitivity analysis will be performed, as necessary, based upon <br /> variations such as assumptions of inflation rateS, energy and <br /> material revenues, financing costs, and the quantity of waste <br /> processed. <br /> <br /> · Impacts upon short-term and long-term solid waste requirements; <br /> <br /> · Identification and discussion of the impacts upon the County and <br /> the responsibilities of the County under each project altemarive. <br /> <br />CDM will evaluate procurement alternatives for each system element, as <br />required. This work will require close coordination with other work tasks. <br />Ownership/financing alternatives and conditions related to the institutional <br />requirements will be fully analyzed. <br /> <br />The procurement options which will be evaluated will inc'.ude alternatives based <br />upon architectural/engineer design and bid construction, turnkey, and full <br />service 'options. Also, the evaluation of sole source selection and negotiation <br />with a private contractor versus the RFQ/RFP approach will be included in this <br />work. <br /> <br />For each procurement option identified, and within the context of other project <br />decisions being made based upon the work under other tasks, the advantages and <br />disadvantages of each option will be discussed. A recommendation will be made <br />with respect to procurement, again within the context of other project <br />decisions, such as ownership/financing. <br /> <br /> <br />
