CDM will evaluate alternative financing mechanisms including a description of <br /> advantages and disadvantages. Also, we will analyze alternative funding <br /> mechanisms including consideration of user/tipping fees, per parcel assessment, <br /> ad valorem taxes, and special taxing districts, etc. <br /> CDM will evaluate alternative institutional approaches to implement the <br /> recommended Solid Waste Plan. The advantages and disadvantage.~ of each <br /> alternative will be fully discussed. <br /> <br />The final solid waste master plan will be a strategic plan with a recommended <br />physical and financial approach for implementation of the plan including a <br />thorough discussion of financing alternatives for the elements of the plan. <br /> <br />One important aspect of a long term solid waste plan for Cabarrus County is <br />evaluation of the possibility of contracting with BFI for long term use of the <br />CMS landfill. Assuming no formal proposal will be available to evaluate, CDM <br />will outline the issues that Cabarrus County should consider if negotiations <br />with BFI are ever undertaken. <br /> <br />TASK IX -- INITIAL PUBLIC MEETING <br /> <br />CDM will attend a public meeting to present similar information to the citizens <br />and elected/appointed officials of Cabarrus County. The meeting should start <br />with a review of the County's solid waste management program and near-term <br />plans. This should be followed by the scope of work and goal,; for ihis <br />project. Finally, a period of time for public questions and comments will be <br />allowed; <br /> <br />Following the meeting, if any changes are necessary in the scope of sen, ices, <br />CDM is willing to accommodate this. <br /> <br />TASK X - I~RIM ~V~ETING <br /> <br />CDM proposes one interim, formal progress meeting with Cabarrus County staff <br />and/or the Board of HeaJth (a total of one meeting). This meeting will be used <br />to update County staff/Board of Health on the progress of the project and <br />discuss project issues.
