April 8, 1991

MEMORA/~rDUM

TO: CabarrUs County BOard of Commissioners

FROM: Jeanne Dixon, Chairperson of the Recruitment Corr~f~-'~eeTM ---/
SUBJECT: Goals and Objectives of the Committee

The Cabarrns County Recruitment Committee, comprised of minority employees
and employees in nontraditional positions, was formed in March 1990. The committee
was formed to address the concern that minorities in professional positions and
employees in nontraditional positions are underrepresented in the County's workforce.
Minorities include women, Blacks, Hispanics, and American Indians. Examples of
employees in nontraditional positions are male nurses, female paramedics, and female
deputies. Thus, the twofold objectives of the committee are: 1) to increase the number
of employees in nontraditional positions and 2) to increase the number of minorities in
professional positions.

Based on a survey administered to department heads in June 1990, (see attached
survey) misconceptions about the intent of encouraged minority recruitment were evident.
The intent of the Recruitment Committee is not to hire based on gender and race.
Instead, our recruitment goals are emplo)anent and promotion without regard to these
factors.

La an effort to accomplish our recruitment goals, the committee presented the
follmving recommendations to the County Manager and now submits this list to you. We
strongly feel that if fully implemented, our recommendations aSll not only encourage fair
employment, but enhance our wor'l'l'l'lfforce by providing a larger pool of applicants for
consideration and a workforce that more closely reflects the population of our
community, Cabarrus County.

The committee is hopeful of your support and commitment to our goals and
welcomes your feedback.

JD/thh

Enclosures

PO. $C~ 707 · Cenccr~. t~C ~[.r.~E..'.Tr.'7 · ,77-'.-:~ ~'.--3.filO0 * C~e.r~c.:~e 575.0492
