Marqie Blackwelder, Partner <br /> Request: Rezoninq of Property from C-4 to I-2/SU <br /> <br /> This was a request to the Cabarrus County Planning and <br /> Zoning Commission from AB&T, Inc. to have their property <br /> on the southside of Highway 29, .2 miles east of Rocky <br /> River rezoned from C-4 to I-2/SU, to allow construction <br /> of a concrete mixing plant. <br /> <br /> Mr. Michael Byrd, Staff Member, briefly presented the <br /> Staff Analysis. Mr. Byrd stated he sent the Board <br /> members a large map with corrections, and a letter from <br /> NCDOT and another design for the road which is different <br /> from the one the members have. DOT does not want an <br /> acceleration lane on the north bound side of Highway 29, <br /> they want a deceleration lane. If you had an <br /> acceleration lane, that would put you in the position <br /> where you would have a blind spot when merging. <br /> <br />Chairman Randall opened the public meeting On Petition 91-06 asking <br /> if anyone would like to speak for or against this petition. <br /> <br /> Mr. Jay Morris, Property Owner, addressed the Board in <br /> opposition to this petition stating that he live across <br /> from the property where the proposed concrete building <br /> will be built, and that piece of the property on Highway <br /> 29 deserues better than a concrete plant. Mr. Morris <br /> said he does not ~ant the concrete plant out there. <br /> <br /> Mr. Allen Miles, Owner of Auto Museum, stated to the <br /> Board that he does not have anything against the concrete <br /> plant, because we do need more of them. The property out <br /> there is 1-1 property. Zoning any property to I-2 out <br /> there is just not suitable. If the land is rezoned for <br /> the concrete plant, there will be a lot of dust coming <br /> from the plant which will be settling on the cars at his <br /> museum. He would like to keep his museum where it is and <br /> see the neighborhood stay as it is. <br /> <br /> Mr. Clyde Dellinger, Property Owner, addressed the Board <br /> speaking in opposition to this petition, stating he does <br /> not think there needs to be a concrete plant out there. <br /> <br /> Mr. Harold Blackwelder, Bestway Realty, addressed the <br /> Board stating he is the listing agent on this piece of <br /> property. Mr. Blackwelder said he spoke with the owners <br /> of the property and there chief concern was that they did <br /> not want anything going in there looking shabby. They <br /> are going to put in stipulations tha~ there wlll be <br /> proper screening, entrance, landscaping and etc. <br /> <br /> <br />
