OVERVIEW OF THE CABARRUS COUNTY CHILD VICTIMIZATION COUNCIL In May 1985, Governor James G. Martin 'established the Covernor~s Co~m~ission on ~htld Victimization. T~e of the Com=tssion undertake zole was to a study of the problems of child victimization in North Carolina. Based on its findings, the Commission proposed'a set of recommendations which were intended to prevent child victiaization and to improve services to child victims in the state. One important recommendation of the co~ission ~as to establish locel child vtcti~izatton networks at the judicial district level. ~e challenge to these ":u~ictal District Coordinating Councils" vas to network existing child semite agencies, to flete~tne the local extent of child victi~ization, and to promote public avare~ess of the problem of child victimization. The Cabarrus County Child Victimization Council vas organized in ~rch 1987 and has continued to meed on a regular basis. Representatives have participated froi the volunteer guardian ad litem program~ Cabarrus Department of Social Semites, Cabarrus County ~ealth Depa:tment~ Juvenile Court Counseling Services, Ytedmonr Area ~ental ~ealth Center, Cabal:us County school- system, Kannapolis school system, la~ enforce~ent~ and other co~unit~ agencies. The council ~as organized tn response to the Gove:nog~s Co~lssion on Child Victimization ~eco~enflatlons. ~e Council's tasks have been: - To dete~ine on an oogoing basis, the extent and nature o~ the problems and child vict~ization, in particular child abuse and sexual abuse~ through data collection and analysis. - To coordinate and identify all existing child service agencies. - To help crack chilare~ through the ~ygtem to see chat seNices are received. - To promote public avareness and education to the public for member ageucies. - To provide case co~sultation and coordination. - To coordinate and assist ~tth training [or human semite. - To share info~ation about model programs.
