MARTIN <br /> COVERNOR <br /> <br /> EXECU?IYE ORDER I~UHBER 142 <br /> CHILD PROTECT!YE SERVICES <br /> <br /> WBEREAS, the future of Rorth Carolina depends on its <br />cbildren~ and <br /> <br /> WHERE~S, the number of abuse and neglect cases have <br />skyrocketed in recent Fears, in too many instances cuttin§ short <br />t. he Ilves of our youngest citizens; and <br /> <br /> WHERE~S, county dep~rtments of social services received <br />36,000 reports of child abuse and neglect in state fisca~ )'ear <br />~989 involving more than 52,000 children; and <br /> <br /> WHEREAS, reports of abuse and neglect are increasing <br />dramatically at a time ~hen both the state and counties are facing <br />serious revenue shortfalls, leaving them unable to provide the <br />funds necessary for the number of social services workers needed <br />to ~nves~igate abuse/neglect re~orts and provide treatment for <br />children and their families; and <br /> <br /> W~EREAS, it ~s the duty of thc Department of ffuman Resources' <br />Division of Social Services to assist counties in providing the <br />services necessary to protect children from abusive home <br />situations; <br /> <br /> ~0~, THEREFORE, by the authority vested in me as Governor by <br />the C~nst~tut~on and la~s of ~orth Carolina~ IT 1S OEDER£D: <br /> <br /> Section ~. 7he Secretary of ~um~ Resources is <br />responsible for ensuring that the D~vis~on of Social Services <br />strengthen its supervision cf count~ ad~inistered Child Protective <br />Services (CPS) programs throuSh such mechanisms and methods as: <br />the procedures for division review of child' fatalities, the <br />establishment oF Community Child Protection Tea~s, ~ore effective <br /> <br /> <br />
