TO: Bill Hamby, Interim County Manager FROM: Herb Smith, Chairman Human Service Planning Committee SUBJECT: Committee Report and Request for Consultant Services I am writing tn request time on the agenda for the July 1, 1991 Board of County Commissioners meeting. I would like st that time to present a report on the progress of the Human Service Planning Committee as directed by the Board and to request the approval of the Board for the County to engage consultants to assist the Committee in completing its assignment. Report Summary: On February 4, 1991 the Board of Commissioners established a Human Service Planning Committee and charged it with three primary tasks: 1. Reviewing operations of publicly supported human service agencies, making reco~mmendations on future capital needs, and exploring the feasibility of locating human service providers in a user friendly human service complex. 2. Making recommendations to the Board on future County funding for human services encompassing a study of what human services should be started or increased in the schools and an examination of services which would be preventive in nature. 3. Making recommendations to the Board for a mechanism to do ongoing planning for human services in the County. The Committee was to make a report by June 30, 1991. The Board made appointments on March 4, 1991. (A copy of the Board's directive including a list of Committee members is included as Attachment I.) Beginning with its initial meeting on April 8, the Co~ittee has met six times. All of the Committee members appointed by the Board have attended the Committee's meetings and worked diligently on the Committee's assignment. The directors of four county human service agencies, Social Services, Health, Mental Health and Aging have provided coordination support :o the Committee. The Committee has undertaken the following tasks: 1. Met with the County Manager to discuss and clarify the charge given to the Committee by the Board. 2. Organized itself electing a chair~an, setting a meeting schedule, and providing for minutes. 3. Identified and prioritized data gathering :asks and activities vhich could be used in fulfilling the Committee's assignment. !
