Began receiving structured reports from primary public human service <br /> agencies on existing services, locations of client populations, and needs. <br /> <br /> 8. Identified the need for consultant services to complete the Committee's <br /> assignment. Explored potential consultants. Secured a proposal for <br /> consulting services. <br /> <br /> 9. Prepared to present a report to the Board at its first meeting after <br /> 6-30-91 as directed. <br /> <br /> Minutes of the Committ~a's meetings are included as Attachment II. <br /> <br />Request for Approval of Consultant Services and Outline of Proposal: <br /> <br /> The Committee has concluded that while it has made some progress in gathering <br />data and in identifying issues and alternatives, it is in need of assistance in <br />completing its assignment. The scope and eomplexity of the Committee's assignment are <br />such that a consultant is needed who can assist the Committee in: 1. identifying <br />pertinent information which still needs to be collected together with sources and <br />means of gathering it; 2. facilitating Committee meetings to assure information can be <br />processed effectively and sound decisions can be made on recommendations; and 3. <br />preparing reports which will be effective in communicating recommendations. <br /> <br /> The Committee identified and contacted a number of potential providers of such <br />services. It invited Charles Page of United Way of Central Carolinas and Bill McCoy <br />of the Urban Institute at UNC-Charlotte to discuss services their organizations could <br />potentially provide. <br /> <br /> From this discussion, it became apparent that the two organizations were willing <br />to work together in assisting the Committee and that the two organizations could <br />complement each other well in providing needed services. <br /> <br /> The two organizations were asked to collaborate in formulating a proposal for <br />the provision of appropriate services. A copy of the proposal which they submitted <br />is included as Attachment III. <br /> <br /> <br />
