STAFF ANALYSIS - PETITION 91-08 <br /> <br />A request to change zoning from a residential district to an <br />industrial district requires close analysis. The petitioner is <br />asking that the zoning on 259.7 acre parcel be changed from R-40 <br />and I-2 to I-1. <br /> <br />The larger R-40 district in which this property is located <br />stretches from N.C. 73 West up to Moeresville Highway. It is a <br />zoning district that promotes large lot residential development <br />that typically does not have water or sewer services. The R-40 <br />district is intended for areas adjacent to municipal boundaries, <br />and services, and does not allow non-residential uses. <br /> <br />The area between Trinity Church Road and N.C. 73 meets, or has met, <br />much of the R-40 criteria, is to and <br /> It <br /> adjacent <br /> a <br /> developing <br />until recently has not had water or sewer service available. There <br />are a number of factors, however, that make this area non-conducive <br />to residential development. These factors are the proximity to <br />N.C. 73 and 1-85, industrial, commercial, and institutional uses <br />bordering the area, and the planned development of the Westside <br />Bypass within a mile. <br /> <br />These same factors were studied during the drafting of the <br />Northwestern Area Small Area Plan. That plan, which was adopted as <br />a land use guide by both the Planning Board and County <br />Commissioners, identifies this area as being most appropriate for <br />light industrial development. This recommendation is based upon <br />the availability of water and sewer and natural gas, as well as, <br />the excellent ~ransportation facilities. Additionally, light <br />industrial development would be complementary to the current <br />industrial and institutional development in the general area. <br /> <br />The standard concerns that should be raised when considering any <br />large area for industrial development could be answered through <br />subdivision regulations. Some of these concerns relate to effects <br />on the transportation network, environmental factors, and <br />relationship to adjoining and nearby uses. <br /> <br />The Planning and Zoning Staff recommends that this petition for <br />rezoning be approved. <br /> <br /> <br />
