Or the
applicant could choose to withdraw and resubmit under
special use. Your decision cannot be based in one to
sway him to do that, nor can you give him any inclination
as to how you would vote if he would do that.

Mr. Amos asked Mr. Newton under a special use provision,
could an applicant selectively through the I-1 uses?
go

Mr. Newton stated yes, it could be a series of uses.

Chairman Randall stated to Mr. Hartgen that he has a
motion on the floor which is questionable. She asked if
he would like to keep it on the table.

Mr. Hartgen stated he would like for his Motion to stand
for the moment.

The Motion died for lack of second.

Mr. Hurlocker stated to that the Board has discussed a
nu~ar of items and they have swayed away from the issu9.
He stated as for the traffic problem, there is a lot of
traffic on Highway 73 West and Highway 73 East, there is
a lot of traffic in Cabarrus County. He does not know of
any better sites for the industrial park, and the
developers will be benefiting themselves and Cabarrus
County, therefore, he would lika to make a MOTION to
approve Petition 91-08 as submitted, seconded by Mr.
Smith.

Chairman Randall stated this is a very good site for this
development with its proximity to 1-85. The thing that
gives her pause is the distance toi-77 from here which
would generate a lot of truck traffic. But at the same
time development of R~40 is going to generate traffic
period In that area. She does have some hesitation about
the proximity of the rest of the R-40, the buffer against
an I-1, but at the same time she is looking at planning.
What planning should be is to try to anticipate a good
use for the land and how we think it should develop along
these arterial roads. She the
major
proposal.

The vote was 6 to 3. Mr. Moose, Mr. Amos, Mr. Xurlocker,
Mr. ~uie, Ms. Randall and Mr. Smith for the Petition.
Mr. Ollo-Mllls, Ms. Barbee and Mr. Hartgen against the
Petition.
"
Ms. Barbee stated to the Board for the record, her decision to ~o
againe% ~his Pn~on was nQ~ based on her
