I EXECUTIVE SUM~%RY <br /> CABARRUS COUNTY SUBDIVISION REGULATIONS <br /> m in November of 1990, the Board of County Commissioners <br /> requested that our department review the Cabarrus County <br /> m Subdivision Requlations. At this time we had already begun to <br /> discuss revisions with the City of Concord, the City of Kannapolis <br /> and the Committee For Quality Development. The City of Kannapolis <br /> declined to participate, stating that they had just completed a <br /> m review of their regulations and saw no reason to make any further <br /> revisions. However, the City of Concord, The Committee For Quality <br /> Development, the Cabarrus Homebuilders Association and our <br /> m department began to review not only the County's subdivision <br /> regulations but also the City of Concord's regulations. During <br /> these reviews, we tried to adjust or revise the County's <br /> <br /> m regulations and the City of Concord's regulations to make them as <br /> similar as possible, keeping in mind the character of each <br /> jurisdiction which would require some differences. Our goal for <br /> the revisions was threefold, the first being the County's ability <br /> I to better control the subdivision of land and the provisions of ~ <br /> utilities which will serve the new developments. The second goa~ <br /> was to facilitate the process of subdividing land for the <br /> m developer/owner, our staff, and finally, the Planning and Zoning <br /> Commission. The third goal was to try to eliminate developers from <br /> playing any particular city against the County and voluntarily <br /> <br /> m asking to be annexed to avoid our regulations. <br /> In April of 1991, we presented a draft to the Planning and <br /> Zoning Commission. At their request, I met with a subcommittee <br /> m consisting of Mr. Howard Hurlocker, Mr. Bob Smith and Mr. Dennis <br /> Shultz to discuss some of the Commission's concerns. After this <br /> meeting we completed a final draft to present to the Planning and <br /> m zoning commission for their approval. Copies of the final draft <br /> were also sent to Dr. Jesse Register, Cabarrus County Schools; <br /> Steve Little, Parks and Recreation Director; Alex Rankin, member of <br /> the Committee For Quality Development; and, the Cabarrus Board of <br /> I Realtors. <br /> On June 19, 1991 the Planning and Zoning Commission approved <br />m t <br /> he final draft by a vote of 9-0.
