Purpose Statement: <br />~B NanY families are in crisis and are experiencing ever increasing and more <br /> difficult problems. In recent years county departments of social services in <br /> North Carolina have been receiving and responding to dramatic increases in <br />~' reports of child abuse and neglect. In FY-91, a total of 65,617 reports of <br />"· suspected abuse and neglect were made and 15s519 were confit~ned. These numbers <br /> represent families where there is a risk of out-of-home placement for one or <br /> more children. Based on program experience, approximately 51 of the confirmed <br /> reports will involve a very high risk of further abuse and neglect and approxi- <br /> mately 20I involve children ac moderate risk of further abuse and neglect. Thus <br /> 25Z of the children and their families with con£irmed reports of abuse or <br /> iI neglect are in need of very intensive, family preset~.ation <br /> <br /> The Division of Social Services embraces the philosophy of keeping families <br /> Itogether whenever possible and is moving to develop Family Preservation Services <br /> Programs in county departments of social services. The Division has purchased <br /> these services from private agencies for several years. A recent appropriation <br /> 1 from the General Assembly has made funds available that wiI1 enable county <br /> departments of social services to develop the capacity to provide family preser- <br /> vation services. <br /> <br /> II. Grants to Counties: <br /> <br /> Grants for up to $95,000.00 will be awarded to two project sites repre- <br /> I senting the following Faaily Preservation Services Program models: <br /> (1) A single county with at least two staff providing family preset-ration <br /> <br /> (2) A multi-county area vith at least two staff providing family preservation <br /> services for these counties. <br /> I I!I. Family Preservation Services Pro,ram Guidelines: <br /> <br /> Cuidelines for the ~rovision of family preservation services are set forth <br /> I in Senate Bill 141 - Family Preservation Act. All family preservation <br /> viii be provided in accordance with these guidelines. The guidelines are set : <br /> forth in Sections IV and V belov. <br /> <br /> IV.Eli$ibile Families <br /> I Families eligible for services under the Family Preservation Program are <br /> --.~hosevi:h children ages 0-17 years vho are at risk of t=~lnent placement. <br /> <br /> <br />
