VIII. AUDIT REOUIREH£Nv~S h. The Applicant shall perform a financial audit mmually in accordance with the requirements of the Single Audit Act of 1986 and O~H Circular A-128, 'Audit Requirements for State and Local Coverr~nents'. B. The Applicant shall provide copies of r_he audit report to the State. IX. ~INORITY BUSINES~ ~N*TERPRISE DEVELOPHF~r A. The Applicant agrees to comply with the requirements of Executive Order 12632, Hinority Business Enterprise Development, which encourages greater economic opportunity for minority entrepreneurs. X. FEDERAL ANTI-I. OBRYING ~EOUIREHEHT__~ A. The Applicant agrees to comply with the requirements of federal law (Sec. 319, P.L. 101-121) which prohibits the recipients of federal grants, cooperative agreements, loans or contracts from using federally appropriated dollars for the pa)~ent of persons for lobbying activities involving the securing of more federal dollars. The Applicant must provide a disclosure of the use of non-federal funds for these purposes. If any funds other than Federal appropriated funds will be paid to persons for lobbying activities for more federal dollars, the Applicant must complete and submit Standard Form LLL, "Disclosure Form to Report Lobbying,' in accordance with its instructions. XI. DEPARTltE~T OF DEyENSE APPROPRIATIONS ACT A. The Applicant shall comply with Section 8136 of the Department of Defense Appropriations Act which provides ~hat: "when issuing statements, press releases, requests for proposals, bid solicitations, and other documents describing projects or programs funded in whole or in parc with Federal money, all grantees receiving Federal funds, including hut not limited to State and local governments, shall clearly state (1) the percentage of the total cost of the program or project which will be financed with Federal money, and (2) the dollar amount of Federal funds for the project or program."
