~EMO ~D~ <br /> <br /> TO: Cabarrus County ~ard of Co~tssioners <br /> F~OM: Gerald A. <br /> DATE: October 2, 1~91 <br /> RE: Senior Center Parking Lot Additions <br /> <br /> m on september 3, 1991 Steve Little and I presented information to <br /> the Board regarding two parking lots for the Cabarrus County <br /> <br /> I Senior Citizen Center. The expansion was made possible through <br /> grant monies, senior citizen contributions and the signing of the <br /> Barrow property lease (which was also occurred September 3, <br /> 1991). The Barrow property is to be used for a 70 parking space <br /> m graveled parking lot. This has been referred to as the "overflow <br /> lot." The second lot to be created will serve as an employee <br /> lot, be behind the Senior Center, and will dually serve to <br /> m control storm water runoff. The Board gave approval of the <br /> employee parking lot and consensus to proceed with the overflow <br /> lot on September 3, 1991. Based on these approvals, three items <br /> <br /> m are now being presented to you for your action. <br /> The first item is to authorize the Chairman of the Board to sign <br /> an agreement between the County and the City of Concord which <br /> m will allow the County to receive up to $15,000 of Community <br /> Development Block Grant (CDBG) monies for the parking lot <br /> expansions. This is based on a full reimbursement up to $15,000. <br /> I am working with Steve Osborne, who oversees the Block Grant for <br />m concord, as to the details. <br /> <br /> The CDBG monies along with the funds presented to the Board of <br /> m Commissioners from the Council on Aging, Inc. will fully fund the <br /> parking lot expansion. Monies remaining from the Council on <br /> Aging, Inc. were also to be earmarked for a public address system <br />mfor the Senior Center and the Senior Center. This is the second <br />item. The prepared budget amendments reflect this additional <br />revenue and similarly its expenditure as Just mentioned. <br />m Although not necessary, both projects were bid out. The final <br /> item we are presenting to the Board is a request to award the <br /> blds. Low and best bid for the paved employee parking lot is <br />m from Jim L. Bost Construction Company at a base bid of $8,960 <br /> with a $200 per cubic yard for rock removal addendum. The <br /> overflow parking lot bid proposals will be received Friday, <br />m october 4, 1991.
