Paqe 13 <br /> <br /> conform to the site plan and must conform with certain <br /> screening or certain parking or whatever other concerns <br /> that the Board might have; and third, they would be able <br /> to recommend denial of the classification <br /> altogether. Basically, the Board has the opportunity to <br /> place conditions on the recommendations that would <br /> ordinarily be contained on a site plan.. <br /> <br /> Mr. Steve Hudspeth, Owner of Property, stated to the <br /> Board that Mr. Cotter is first person he has actually <br /> told that he would consider selling property to because <br /> of his character and his operation would be of impeccable <br /> taste. He feels like Mr. Cotter would bring tho kind of <br /> assets to the community that he can be proud of. <br /> <br /> Mr. Tom Cotter also addressed the Board on behalf of <br /> petition. <br /> <br /> Mr. Amos asked Mr. Cotter what is the exact use of the <br /> facility? <br /> <br /> Mr. Cotter stated Cotter Communications is a public <br /> relations agency and they represent large companies in <br /> racing. What they hope to do is bring this big business <br /> to Cabarrus County. He also stated they are a public <br /> relations marketing agency they manage motor sport <br /> programs for companies, they do not have dynes. Right <br /> now they run their business out of the neighborhood near <br /> University Place, called Clark Boulevard. <br /> <br /> Chairperson Randall stated to the Board that there is a <br /> letter, August 27, 1991, to Mr, Cotter indicating to them <br /> additional items that they should submit to clarify and <br /> strengthen the petition. This was a letter from Jonathan <br /> Marshall indicating the site plan, showing the location <br /> and dimension of the buildings, screening, buffering, <br /> parking, ingress and egress, topography, soil, drainage, <br /> wastewater and solid waste treatment removal. <br /> <br /> Chairperson Randall asked Mr. Alexander the Board's <br /> Attorney, this is just a probability but we have a <br /> petitioner, Mr. Cotter, and we have owners, Steve & <br /> Janice Hudspeth, if this condition came up where we were <br /> asking for their agreement conditions to be put on, who <br /> would that be addressed to. The petitioner, the owner, <br /> or both. <br /> <br /> <br />
