Planning and Zoning Commission Minutes <br />September 19~ 1991 Paqe 16 <br /> <br /> Mr. MOTIONED to recess, by Mr. <br /> Olio-Mills <br /> seconded <br /> Hurlocker. <br /> <br /> Chairperson Randall reconvened the meeting after the <br /> recess. <br /> <br /> Mr. Hartgen withdrew his Motion to table the rezoning <br /> petition, and Mr. Amos withdrew his second. <br /> <br /> Mr. Hartgen stated he thinks ]4r. Cotter has done a <br /> job in describing ~n general what he would like to do. <br /> The problem is that there are to many questions <br /> unanswered. We need to begin to tighten up the process, <br /> if you do not begin by requiring the site plans be <br /> submitted to the Board in ample time to review, not on <br /> the night of the meeting, but be mailed OUt and looked <br /> at. It is not realistic to expect Board members to go <br /> through 25 or 30 items in their minds in 10 or 15 <br /> seconds, and reach rational conclusions about an impact. <br /> We are doing ourselves a disservice and he thinks in most <br /> cases, the applicants a disservice. We need to send a <br /> message to all applicants that basic information, <br /> .describing what is to be done, will be requested. In the <br /> future when the zoning ordinance is revised, it may be <br /> required. At the very least, for major actions such as <br /> this. That is what he is requesting. <br /> <br /> Mr, Amos stated he thinks the intent of the special use <br /> rezoning is to have a full understanding of what that <br /> specific use will be, and unless you have some of the <br /> things spelled out such as the site plan, etc., you will <br /> not have that understanding. Mr. Amos also stated that <br /> he aqrees with Mr. Hartgen that it is very difficult to <br /> arrive at any rational conclusion on exactly what that <br /> special use is going to look like. And the other point <br /> is how will it be enforced unless there is that pertinent <br /> information. <br /> <br /> Mr. Hurlocker stated that the Chair remembers when the <br /> Board first initiated this issue of zoning, prior to a <br /> number of members being on the Board. He made the <br /> comment at the time, and felt that this would be a <br /> problem. The Board is talking about a rezoning. We have <br /> competent staff to review site plans, we have <br /> requirements of these site plans, and staff to review <br /> them. With the special use rezoning, the applicant ts <br /> telling us exactly wha~ he ts going to do to the site, <br /> and that is the special use, not how many pine trees he <br /> is going to plant or how many red tips he is going to <br /> <br /> <br />
