December 21, 1989

Mr. L. J. Ward, PE, Manager
Planning and'Research Branch
N.C. Department of Transportation
P.O. Box 25201
Raleigh, North Carolina 27611

'RE: N.C. 136 Extension Draft EIS

Dear Mr. Ward:

The Board of Aldermen and I have reviewed the EIS thoroughly with
the city Manager and his staff. While the Aldermen and I have
concerns about.some related road and intersection improvements
which will be needed in association With this project, we unani-
mously endorse the proposed routing Of'the ~xtension along align-
ment A and support completion of the project as soon as possible.

Rapidly worsening traffic congestion along U.S. 601 Business
necessitates this extension. The added need to reverse the
dangerous situation created by traffic utilizing Crestside Drive
and Lawndale Avenue through a residential neighborhood as an
alternatiPe to U.S. 601 Business makes it even more important. It
is also our belief, as stated in the EIS, that the project will
make the intersection of Old Airport Road with south Union Street
a safer one. This relatively short road extension will simply
complete the N.C. 136 project begun approximately 20 years ago.

It is my understanding that N.C.D.O.T. officials are already con-
sidering widening U.S. 601. Business (South Union Street) from the
area where it is currently four lanes in front of the South Union
Shopping Center southward to U.S. 601 Bypass. We feel strongly
that this widening is needed as soon as possible, preferably prior
to the extension of N.C. 136. Perhaps through the use of Small
Urban funds this widening and one other project needed in asso-
ciation with the N.C. 136 Extension could be accomplished. The
other project is much smaller, but no less important. It would
involve improving the dangerous and confusing area of inter-
sections between the U.S. 601 bridge over N.C. 49 and the point
where U.S. 601 Business and Bypass diverge. In our view, these
three projects are so interrelated that one cannot be legitimately
considered without the others as a means of moving traffic through
eastern Concord.

OFFICE OF TH~ MAYOR
Cily ol Co~co~ · P.O, Box 308 · 26 UItion $lleu~.
