JAN 2 4 l~SU
North Carolina
Low-Level RadioactiVe Waste
Management Authority

G.
M
Governor
James

In a few weeks, the N. C. Low-Level Radioactive Waste Management
Authority will receive a recommendation on a minimum of two sites for
characterization. Our site operator contractor, Chem-Nuclear Systems,
Inc., will present the recommended sites for characterization at a
public meeting tentativel~ scheduled for late February. As part of its
recommendation to the Authority, Chem-Nuclear will submit a report on
the pre-characterization studies conducted on the favorable site areas
in Richmond, Rowan, Union and Wake/Chatham Counties.

Attached for your reference is a document outlining the detai~ed
sequence of steps which the Authority is taking to meet its
responsibility to select two or more sites for characterization. As
you can see from these steps, a great deal of work must be performed
~e~fo~ Chem-Nuclear delivers its report. Technical data must be
collected and analyzed; additional information supplied by local
officials must be verified and factored into the repor~t. When a draft
report is Drepared, it will be reviewed by a technical consultant and
analyzed for completeness. Only after the technical consultant has
commented on the draft report will it be finalized and ready for
presentation at an Authority meeting.

All of these activities take time and every effort will be made to
expedite the process. However, the Authority will not base its
decision on sites for characterization solely on Chem-Nuclear's report.
Planning is underway for public meetings after the Chem-Nuclear
presentation in February at which the Authority will receive public
comments on the report and recommendation. Copies of the report will
be available for public review. Details of these and other meetings
will be announced as soon as our plans are finalized.

116 West JonesStreet · Raleigh, N0rthCurolina 27603-8003 · 919-733-0682
North Carolina Residents Toll Free 1-800-248-6421

i
