NCAC 36.0200. .0304 Selection of Sites (a) The Authority shall select 2'or 3 suitab]e"s~tes accordance with G.S.10dGlg(e) and the procedures contained in this rule. (b) In making these selections the Authority shall evaluate the areas identified ~n 1 NCAC 36.0302 using the crifer~a set out ~n 1 ~CAC 36.0200, w~'th special ~.phas]s on economic, social, and env]ronmental criteria. (c) Information considered during the selection process shall ~nclude public comment, review of federal, state and local records, and studies conducted by the Authority or others. , (d) ~ub]~c co~,ment shall ~nclude ~nform. at~on received at pub]lc meetings, informat~os provided by advisory ~roups, iDformat~on provided by local 9overnment representatires or information provided by other indiuiduals or 9roups. (e) The Authority shall conduct at /east one public meeting in each county ~n which a su~feble site has ~een identified. (f) in making these select~ons, the Authority shall act~uely seek suitable communi%~es ~nterested ~n hosting the facility and shall provide ~nformation to the communities concerning: (1) the opportunities for ~nvolvement ~n the s~te select,on process through the site designation ce~mlttees, the preferred s~te local advisory and through the local 9overnment advisory process; (2) the means available to m~n~m~ze risk %o health, safety and the environment; (3) the economic ~ncenl~ves ava]]akle %o the includ~ng reimbursement for ~ost ladd values, ~ncome available f~om the trust fund and~ authorlzed taxes o£ fees. .0305 Site D~s~gnat~on Review Committee (a) The Authority shall select two or three s~tes that are suitable for the location of a facility in ac6ordance with 1 NCAC 36.0304. Notice of th~s selection shall be provided to the county ~na~er, chairman of the county commission and pub]lc health director of any county in which a s~te has bees selected; the c~ty ~na~er and chairman of the municipal council of any municipality ~n which a s~te has been selected and any person who 5as requested notice in accordance w~th 1 NCAC 36.0103. (b) The Authority shall request that county commissioners appoint a s~te ~es~gna%ion review co~ittee in accordance with G.S.104G-19.
