Lentz <br /> PO Box 664 <br /> Concord, NC 28025 <br /> <br /> Dear Mr. Lentz: <br /> <br /> This letter is to inform you of the passage of House Bill 156 <br /> during the 1989 session of the General Assembly, and its <br /> implications in water supply watersheds. A copy of House Bill 156 <br /> is enclosed. The purpose of this Act is to promote increased <br /> protection measures in all surface water supply watersheds <br /> throughout the state. These measures will be in the form of <br /> rules addressing the classification of water supply watersheds <br /> andminimum statewide requirements for land management programs <br /> for each classification. <br /> <br /> Under the guidance of this act the Environmental Management <br /> Commission (EMC) will adopt rules which outline the criteria for <br /> classifying water supply watersheds. These criteria will include <br /> definitions of each water supply classification and associated <br /> land management requirements~ The process of adopting these <br /> rules is to be completed by January 1, 1991. The rules <br /> established here will then be utilized by the EMC to classify all <br /> existing water supply watersheds by Januaiy 1, 1992. <br /> <br /> In accordance with the classification of-all water supply <br /> watersheds, local governments will be required to adopt <br /> ordinances imposing minimum pollution control criteria on all <br /> such watersheds within their jurisdiction by July 1, 1992. At <br /> this time we do not know what the classifications or criteria <br /> wil~ be. When proposals are developed, there will be extensive <br /> opportunity for public comment. To assist in the implementation <br /> of the adopted requirements, the EMC will develop model local <br /> ordinances which will represent minimum acceptable management and <br /> protection standards. All local ordinances must be approved by <br /> the EMC and must meet or exceed the standards set in the model <br /> ordinance. <br /> <br /> <br />
