Darrell Htnnant <br /> SUBJECT: Proposals to Host Hazardous Waste Facility <br /> <br /> The Hazardous Waste Management Commission is now developing 1ts <br /> third and final set of site selection criteria for locating a <br /> hazardous waste facility for the State of North Carolina. <br /> <br /> The Commission is taking this opportunity to notify all North <br /> Carolina Counties of its progress toward selecting suitable sites for <br /> a facility. Additionally, the Commission is requesting that each <br /> County study the enclosed site selection criteria and comment on the <br /> siting process adopted by the Commission. These criteria and <br /> procedures will be used in selecting suitable areas for locating a <br /> hazardous waste facility in the State. <br /> <br /> Hazardous wastes are by-products produced by th~ daily activities <br /> of our institution~ and manufacturing processes. The State and its <br /> industries ars making effective efforts to minimize the generation of <br /> these wastes anti to treat them to reduce their toxicity and quantity <br /> at the source. In 1987, 93 percent of the hazardous waste generater <br /> in North Carolina was treated on site by the companies producing it. <br /> While North Carolina continues to work toward reducing hazardou§ <br /> waste, it must provide for the safe and efficient treatment and <br /> disposal of these wastes. <br /> <br /> The Commission was reorganized in May 1989 and charged with <br /> siting, designing, constructing and operating a hazardous waste <br /> facility authorized by the Governor. In Dscembe~ 1989, the Oeneral <br /> Assembly approved North Carolina fs participation in a Regional <br /> Agreement with Alabama, Kentucky, South Carolina and Tel~essee. The <br /> Agreement provides that, in order for North Carolina to have access to <br /> the hazardous waste treatment and disposal capacities of the member <br /> states, it must add treatment and disposal capacity of its o~.
