North CarOlina Counties, Page Two As a part of the Commission's mandate in the General Statutes (G.S.) Chapter 130B, "The Commission shall actively seek communities interested in hosting hazardous waste facilities. The Commission shall give first priority to the evaluation'of potential sites located in communities interested in hosting a hazardous waste facility." The Commission invites each County to determine its Potential role in siting a hazardous waste facility. Any county offering a volunteer proposal will, by statute, exercise local control in information gathering and input into site evaluation through committees appointed by its County Co,mission. Additional requirements for volunteer host counties, according to G.S. Chapter 130B-23, provide that= (1) a county must volunteer "by the adoption of a resolution by a ma~orlty vote of the board of commissioners; (2) the (Hazardous Waste Management) Commission shall determine the adequacy of any proposal to voluntarily host a hazardous waste facility and must accept such proposal before any funds which may be appropriated for the benefit of volunteer host counties may be disbursed; (3) once a proposal to volunteer to host a hazardous waste facility has been accepted by the Commission, the resolution making such proposal may not be rescinded by the board of commissioners, and; (4) a board of commissioners shall hold a minimum of two public hearings regarding any proposal to volunteer to host a hazardous waste facility." The Hazardous Waste Management Commission asks that your County consider the enclosed siting information and what possibilities it sees in voluntarily hosting a site for the State's hazardous waste facility. As site selection activities continue, the Commission needs to know if your County is interested in offering a volunteer proposal~ Please use the attached form to notify the Commission of your interest in this regard by April 9, 1990.
