The legislation emphasizes the importance of reducing <br />the volume or toxicity of hazardous waste generated in North <br />Carolina. It also emphasizes the importance of public <br />participation in the process of developing hazardous waste <br />facilities. <br /> <br /> According to Senate Bill 324 (G.S. Chapter 130B)] the <br />Management Commission is charged with siting and <br />recommending the technology, design capacity, permitting and <br />construction schedule for hazardous waste facilities <br />authorized by the Governor. The legislation encourages the <br />Governor to negotiate interstate agreements for the <br />management of hazardous waste. Any interstate agreements <br />negotiated must be approved by the General Assembly. <br /> <br /> The Commission held its organizational meeting on July <br />14, 1989. Its nine members represent the geographic <br />diversity of the state and a variety of professions. Five <br />me,bars are appointed by the Governor and four are appointed <br />by the General Assembly. They serv~ two-, three- or four- <br />year terms. <br /> <br /> Since July, the commission has developed c=riteria for <br />selecting a site or sites for hazardous waste management <br />facilities, and procedures for public notification and <br />participation in the development of those criteria. The <br />Commission's initial sets of site selection criteria were <br />adopted on September 22 and November 7, 1989. Public <br />hearings on these rules for site selection were hald in mid- <br />November, 1989 through January 10, 1990. Public hearings on <br />a third and final set of site selection criteria will begin <br />March 20, 1990. <br /> <br /> The Commission is screening the entire state -- not <br />particular aroas or counties -~ to establish suitable sites <br />for a facility. Following public comment on each set of <br />criteria, those siting requirements will be applied to the <br />entire state. Each criterion will eliminate portions of the <br />state which are less suitable as facility sites. <br /> <br /> As a result of a Regional Agreement negotiated with <br />Alabama, Kentucky, South Carolina and Tennessee, the <br />Governor has asked that the State's hazardous waste facility <br />be operational by the end of 1991. The Stats Legislature <br />approved North Carolina's entrance into the Agreement on <br />December 7, 1989. AS provided by the Agreement, the <br />Commission is working toward selecting suitable stte(~) for <br />a hazardous waste facility b~ May, 1990, Preferred and <br />alternate sites Will be designated by July 1, 1990.
