Little, Director (~'~
Cabar r us County Parks and R'e-Ereat ion Doper tmeat

Oats: March f2, tggO

Subjecl: FY 1990-91 Proposed Fees and Charges Poi ~cy and
Schedule

Enclosed is the recommended F~scal Year 1990-91 Fees and Charges
Policy and Schedule for the Cabs~rus County Parks and Recreation
Department. This poi ~cy explains: the purpose, method ct charging
fees, the need, specia~ consideret ion for variances, and other
OeDar tment's Fees and Charge~ poi ic~es. AS established in the Fees
and Charges Policy, Ihs fee schedule and policies are reviewed and
updated annual ly. The present Fees end Charges Policy is in its third
year of existence. A FY 1990-9t Proposed Fees and Charges Schedule is
attached to this policy.

The fees and charges utilized by the Department are derived by
formulas established by the administration to be consistent with all
program areas. For example, ali youth athletic teams pay an entry fee
based on recovery of 30% of the direct costs of the program, where the
fee for an aerobic class for adulta ia baaed on t00% recovery of the
direct costs. Therefore, changes tn fees and charges for FY 90-91 ere
not highlighted in this proposal. Any change in fee is directly
related to a change ~n expenditures. This pertains to all fees for
Special Populations, Special Programs, Athletics, and miscellaneous
fees.

The Field Rental Policy at Frank Liske Park has changed for
several reasons. One was lo alleviate the problem encountered by
having groups cancel their reservations prior 1o the event.
Therefore, the cancellation fee of $150.00 was added to the proposed
policy. Another malor change was the fee for rentals. Instead of e
flat rale per field only, proposed ~s a lesser flat rate of $50.00
plus a per team fee of $10.00. For example, a tournament consisting
of 8 teams would cost $130.00 and a tournament cons~sl lng of 20 teams
would cost $250.00. The current charge would be $175.00 for a
tournament of 8 or 20.
