TO PROVIDE GENERAL LAW ENFORCEMENT SERVICES TO THE CITY OF MT. <br />PLEASANT. AS A RESULT O~ THE CONTRACT-TYPE AGREEMENT, THESE <br />OFFICERS ARE EXPECTED NOT ONLY TO. PERFORM THE BASIC DUTIES OF A <br />CABARRUS COUNTY DEPUTY SHERIFF, BUT ALSO TO PERFORM MANY DUTIES <br />USUALLY EXPECTED OF MUNICIPAL POLICE OFFICERS~ sUCH AS: <br />INVESTIGATE TRAFFIC ACCIDENTS OCCURRING WITHIN THE CITY LIMITS, <br />ENFORCEMENT, WHEN NECESSARY, OF THOSE CITY ORDINANCES, CODES, <br />ETC., WHICH THE CITY HAS LEGALLY ADOPTED, AND TO REPORT TO THE <br />APPROPRIATE QITY OFFICIAL(S) CONDITIONS, SITUATIONS~ DAMAGES OR <br />DEFICIENCIES TO OR OF CITY PROPERTY AND/OR EQUIPMENT, THESE BEING <br />IN THE BEST INTERESTS OF THE CITY, WHETHER THEY MAY APPEAR TO BE <br />A LAW ENFORCEMENT MATTER OR NOT (FOR EXAMPLE: BURST WATER LINE~ <br />OR ~INS, BURNED-OUT STREET LIGHTS, DAMAGES TO CITY-OWNED <br />PROPERTY, BUILDINGS OR VEHICLES). TBESE LAST-MENTIONED EXAMPLES <br />ARE NOT CLEAR-CUT REQUIREMENTS OF LAW ENFORCEMENT PERSONNEL, BUT <br />HAVE TO BE EXPECTED OF RESPONSIBLE PUBLIC OFFICIALS, AND ARE · <br />ESSENTIAL TO EITHER PUBLIC SAFETY AND WELFARE AND/OR THE <br />FINANCIAL RESOURCES OF THE CITY GOVERNMENT. <br /> <br /> THE FOUR MT. PLEASANT OFFICERS ARE EACH ASSIGNED TO A <br />PARTICULAR PATROL SQUAD OF THE CABARRUS COUNTY SHERIFF'S <br />DEPARTMENT, AND AS SUCH COME UNDER THE DIRECT GUIDANCE AND <br />SUPERVISION OF THAT SQUAD'S LIEUTENANT AND PATROL SERGEANT. THE <br />INITIAL RESPONSIBILITY FOR THEIR SUPERVISION WHILE IN THE FIELD <br />(ON DUTY) RESTS WITH THESE SUPERVISORS, AND BEYOND THAT WITH THE <br />CHAIN OF COMMAND OF THE SHERIFF'S DEPARTMENT. AS A MEMBER OF THE <br />PARTICULAR PATROL SQUAD (A, B, C OR D), THAT OFFICER WILL WORK <br />THE SAME ROTATION SCHEDULE WHICH HIS SQUAD DOES. WITH THIS <br />ARRANGEMENT, THE CITY WILL HAVE AN OFFICER ON DUTY EACH OF THE <br />THREE EIGHT-HOUR SHIFT PERIODS EACH DAY, EXCEPT WHERE AN OFFICER <br />IS OFF-DUTY AS A'RESULT OF VACATION, HOLIDAY OR SICKNESS. DURING <br />THOSE PERIODS IN WHICH A MT. PLEASANT OFFICER IS NOT ON-DUTY, THE <br />CITY WILL RECEIVE COVERAGE ~ROM REGULAR COUNTY PATROL UNITS ON <br />ROUTINE PATRuL, AND WHO WILL RESPOND TO INDIVIDUAL COMPLAINT <br />CALLS. <br /> <br /> INASMUCH AS THE CITY OF MT. PLEASANT HAS HISTORICALLY <br />ENJOYED A LESSER CRIME PROBLEM THAN OTHER SIMILAR TOWNS OR <br />COMMUNITIES, IT IS GENERALLY UNDERSTOOD AND RECOMMENDED TBAT <br />E~IPHASIS SHOULD BE PLACED ON A CONCENTRATED EFFORT TO MAINTAIN <br />HIGHLY VISIBLE, MOTORIZED PATROL. THIS MOBILE PATROL IS IN <br />CONFLICT WITH SOME SMALL COMMUNITIES, WHO FEEL THAT IF THEY HAVE <br />THEIR UNITS STATIONARY, THEY WILL SAVE ON THE EXPENSE OF GAS, OIL <br />AND TIRES FOR THE PATROL UNIT. THIS METHOD OF HIGHLY V/SIBLE, <br />MOBILE PATROL MAy IN SOME RESPECTS BE MORE COSTLY, UNTIL THEY <br />CONSIDER THE COSTS SA~ED IN CRIME PREVENTION, DAmaGES, PERSONAL <br />INJURIES AND THE SENS~ OF SECURITY OF:OBVIOUS LAW ENFORCEMENT <br />PRESENCE. IN CONCLUSION, IT IS A GENERALLY ACCEPTED CONCEPT THAT <br />IN, THE LONG TERM, MOBILE VERSUS STATIONARY VISIBILITY IS MORE <br />COST EFFECTIVE. <br /> <br /> -2- <br /> <br /> <br />
