LAW ENFORCEMENT PROTECTION FOR THE CITY OF MT. PLEASANT, <br /> N.C. (INCORPORATED), IS PROVIDED BY THE CABARRUS COUNTY SHERIFF'S <br /> DEPARTMENT, ON A CONTRACT-TYPE BASIS. FOUR CABARRUS COUNTY <br /> DEPUTY SHERIFFS ARE ASSIGNED BY THE SHERIFF TO THE CITY. OF <br /> THESE OFFICERS, THE TOWN OF MT. PLEASANT REIMBURSES THE COUNTY AN <br /> AMOUNT OF MONEY EQUAL TO THE SALARIES OF THREE OFFICERS. TH~ <br /> FOURTH OFFICER IS ASSIGNED WITHOUT DIRECT COMPENSATION FROM THE <br /> CITY, WHOLLY AT COUNTY COMPENSATION. <br /> <br /> OFFICERS N. F. BARRINGER, F. H. ~U~RTIN AND MOST RECENTLY, <br /> C. C. LUDWIG, ARE THE OFFICERS WHOSE SALARIES ARE COMPENSATED BY <br /> TSE CITY (CONTRACT OFFICERS). OFFICER J. H. SMITH IS THE COUNTY <br /> COMPENSATED OFFICER. GENERAL 'INSTRUCTIONS TO THE FOUR OFFICERS <br /> ARE THAT THE FIRST THREE (BARRINGER, MARTIN AND LUDWIG) ARE TO <br /> ROUTINELY PATROL WITHIN THE CITY BOUNDARIES OF MT. PLEASANT. <br /> OFFICER SMITH, HOWEVER, IS INSTRUCTED TO PATROL THE GENERAL <br /> GEOGRAPHICAL AREA OF CABARRUS COUNTY IN WHICH MT. PLEASANT IS <br /> ~LOCATED. OFFICER SMITH IS INSTRUCTED TO GENERALLY DEVOTE <br /> APPROXIMATELY 80% - 85% OF HIS DAILY SCHEDULE TO ROUTINE PATROL <br /> OR OTHER DUTIES WITHIN THE CITY, AND THE REMAINING 15% - 20% <br /> DEVOTED TO THE AREA SURROUNDING THE CITY. <br /> <br /> AN IMPORTANT FEATURE OF THE CONTRACT-TYPE AGREEMENT'IS THAT <br /> EACH PARTY (CITY GOVERNMENTAL OFFICIALS AND THE SHERIFF) EACH <br /> ADHERE TO THE THEORY OF MUTUAL ASSISTANCE, PARTICULARLY IN <br /> EMERGENCY SITUATIONS. WHILE THE THREE (CONTRACT) OFFICERS ARE <br /> INSTRUCTED TO PATROL ONLY WITHIN CITY LIMITS, THEY WILL RESPOND <br /> TO EMERGENCIES OUTSIDE THOSE BOUNDARIES WHEN THEY ARE THE CLOSEST <br /> UNIT, OR WHEN THEY ARE NEEDED TO ASSIST OTHER UNITS IN AN <br /> EMERGENCY. COUNTY PATROL UNITS SHOULD USE THE MT. PLEASANT ZONE <br /> UNITS WHEN APPROPRIATE, BUT NOT ABUSE THE SITUATION. ROUTINE OR <br /> OTHER NON-EMERGENCY SITUATIONS ARE NOT APPROPRIATE USAGE OF THE <br /> AGREEMENT, EVEN THOUGH THE MT. PLEASANT UNIT MAY BE MUCH CLOSER <br /> THAN A COUNTY PATROL UNIT. (NOTE: THIS DOES NOT APPLY TO THE <br /> UNIT 5~NNED BY OFFICER SMITH). <br /> <br /> THE THREE (CONTRAC~).0~F~CERS. ARE SCHEDULED TO OPERATE THOSE <br /> MOTOR PATROL VEHICLES OWNED BY THE CITY. OFFICER SMITH IS <br /> ASSIGNED A COUNTY-OWNED PATROL VEHICLE, ON A TAKE-HOME BASIS. <br /> <br /> ALL OFFICERS ASSIGNED TO MT. PLEASANT DUTY ARE EMPLOYEES OF, <br />-AND SUPERVISED BY THE CABARRUS COUNTY SHERIFF'S DEPARTMENT. <br /> HOWEVER, THESE OFFICERS ARE INSTRUCTED THAT THEIR PRIMARY DUTY IS <br /> <br /> <br />
