EXECUTIVE SUMMARY <br /> <br /> CABARRUS COUNTY <br /> TRANSPORTATION DEVELOPMENT PLAN <br /> <br />Purpose of Study <br /> <br /> Caharrus County has never had an adopted Transponatiun Development Plan (TDP), <br /> though there have been several studies of transperlation. <br /> <br /> A current, adopted, and implemented TDP is required to receive NCDOT funds for <br /> operations and vehicles. <br /> <br /> · ATDP is a four-year plan that is the basic policy guidance for the County and <br /> agencies on transportation. It can be amended during that period if circumstances <br /> dictate. Amendments have to be passed by the County Commissioners and transmitted <br /> to the NCDOT. <br /> <br /> · The study includes an analysis of unmet needs, a review of existing services, an <br /> assessment of alternatives for improvement, plans for vehicle roplacement and fleet <br /> expansion, changes in services, and an implementation plan. <br /> <br /> · Thc study has transportation for lhe elderly and handicapped, and human service agency <br /> clients as a major focus -- rather than public transportation for the general public. <br /> <br /> Cabarrus County contracted through NCDOT with Ecosometrics to perform the study. <br /> <br /> · The TDP Advisory Committee appointed by the County commissioners has met with <br /> the consultant five times to discuss needs and goals, review alturnalJves, and review the <br /> draft and final reper~. <br /> <br /> · All agency transportation providers or purchasers of service were surveyed regarding <br /> current activities, services, uumet needs, and future plans requiring transportation. <br /> <br /> · NCDOT's Public Trunsponation Division (P'TD) repmsontafive has been actively <br /> involved in this process, and PTD must review and approve the plan before it is <br /> pmsonted to the County Commissioners for adoption. <br /> <br /> -1- <br /> <br /> <br />
