,Transportation Arrangements in Cabarrus County <br /> <br /> The study found that 28 vehicles are used to provide transportation to the eldorly and <br /> handicapped and human service agency clients in Cabarms County. <br /> <br /> The two largest providers are lhe County Department of Aging with eight vehicles, and <br /> Cabarras Workshop with six. <br /> <br /> The total annual operating cost for specialized transportation services in the County is <br /> estimated to be $395,000; of that mount, the Cotmt~ Depam'aent of Aging <br /> transpo~afion program accounts for approximately $173,000. <br /> <br /> · The Depamment of Aging transportation program already exhibits a high degree' of <br /> coordination -- in addition to providing services to senior citizens, it provtdes <br /> tnu~portation for medical trips under an agreement with the Department of Social <br /> Services, and ptovides transportation for the L.I.F.E. Adult Day Care Center. Limited <br /> additional ~ps ~ provided for the Health Department and to Menhal Health Cenler <br /> clients. <br /> <br /> · Compared to other similar sized rural systems with similar missions, th, Department of <br /> Aging programs performance is well within the acceptable ranges with regard to cost <br /> per trip, cost per hour, and trips provided per mile of service. Its cost per 'mile is the <br /> same as the coordinated system in Stsnly County, considered a good system. <br /> <br /> · Other agency programs are essentially uncoordinated, with each agency serving only its <br /> own clients, for particular trip purposes. <br /> <br /> · The only ~ansponation available to the general public is taxi service. <br /> <br /> Key Elements of the Plan <br /> <br /> Use of New Funding Sources to Expand Services <br /> <br /> · North Carolina EHTAP program could provide $24,162 for additional service for the <br /> elderly and handicapped, The plan calls for using this funding to provide additional <br /> long distance medical trips for elderly and handicapped persons, mcmatlonal, and <br /> resting/nursing home visitor trips. <br /> <br /> · Federal/State UMTA/NCDOT Section 16qo)(2) program ceuld provide 90 pement <br /> funding for capital expenses, such as vehicles, lifts, a mobile radio system, allowing <br /> County funds to be used for operations. County funding would be needed for the ten <br /> percent local match. <br /> <br /> · If Section 16(b)(2) funding is to be used for capital funding, the applicam must be a <br /> private non-profit agency. The TDP r~commends creation of a private~ non-profit <br /> agency to apply for such funding and coordinate transportation in the County. The <br /> agency would have an unpaid Board of Directors representing the agencies, County <br /> Commissioners, and usem (similar in composition to the TDP Advisory Committee). <br />· <br /> <br /> -2- <br /> <br /> <br />
