The County's Department of Aging Would operate the vehicles On behalf of the private <br /> non-pm/it. If other igcncies operate .shared vehicles as <br /> part of the system they Could also Opera~ vehicles,leaed fwm the private non-profit. <br /> For ex~.nple, ir Cabanus Workshop agreed to operate s0m~ 'mutes carrying seniors, to <br /> the nutrition sites, its replacement needs for the vehicles used on' those roates could be <br /> met by 16(b)(2) ,/chicles leased at no cost imm the private non-profit. <br /> <br /> The pr/vat~ non-profit would be considered thc lead agency for transportation <br /> coordination in thc County. lm Board would race: regularly to Consider vehicle sh~ng, <br /> purchase of service, etc. Also, major issues it would address over the next two years <br /> include the possibility of pr/vat~ contract opemriun of the coordinated system, or the <br /> development of a County Trask~ortatiun Depamncot. Both of those issues should wait <br /> until rite size and scope of the coordinated system is more clear. <br /> <br /> Service Chan~es <br /> <br /> · Additional services include more demand-responsive medical u-ips to both local and out- <br /> of-County clinics, recreation trips for the elderly, and resting/nmsing homo visitor trips. <br /> <br /> If the senior shopper nuns require additional vehicle capacity, the Boys Club buses are <br /> lightly utilized, and perhaps could be used under a lease/contact arrangement. <br /> <br /> Fleet Replacement <br /> <br /> · Mere intansiye utilization and the need for an adequate spare ratio will require eight <br /> vehicles to be replaced or rehabilitated over the next four years. <br /> <br /> e The costs of these Vehicles can be met by the Section 16(b)(2) program, which requires <br /> only a ten percent local share -- $5,790 is estimated for next year, for two vans, one <br /> miMvan, and a mobile radio. <br /> <br /> · Cabarrus County Group Homes will coordinate with the Department of Aging on their <br /> use of the expansion van planned for next ye~. The other vehicles are replacements. <br /> <br />County .Implications .if, the TDP. is. Adopted <br /> <br /> · A private nen-pwfit transportation agency would be created to apply, for Section <br /> 16Co)(2) funding. Tim County Commissioners would have a role in designating tho <br /> Board of Directors, who would also b~ thc ongoing advisor), Committee on <br /> transportation services in the County.. Staff support for this Board (grant appUcatlons, <br /> mailings, etc.) would need to bo. provided by a County agency, most likely the <br /> Dcpamnent of Aging. <br /> <br /> · Cabarms County would apply for EHTAP funding, and provide it to the Depattmcol of <br /> Aging to operate tho plamted service exp,-msions. <br /> <br /> <br />
