Exhibit #2 is the Cabarrus County Board of Education's Mission
Statement and Goals, This is a real step forward by our school
board. They are trying to lay out a visible plan for the public
about where they want to go and become more accountable ts the
public, This is something that even we haven't done as a board.
Exhibit #3 is the SAT Improvement Guide, ! have enclosed copies
of Just a couple of pages to give you an idea of the serious
planning that is taking place to improve the education of our
children.
Exhibit #4 is a portion of a booklet on Senate Bill 2, I have
copied the pages referring to accountability' A concern of this
board and past boards, so ! have been told, is that the school
board should be more accountable for any increase in funding
given to them by the commissioners. The fact that the school
board and faculty voted to participate in Senate Bill 2, shows
they are seriOUS about trying to improve our children's
education.

Exhibit #5 is excerpts from "The School improvement and
Accountability Plan" for Cabarrus County, 'They show the
different specific performance indicators that will be measured
to evaluate improvement and qualify for differentiated pay for
our staff.
Exhibit #6 is excerpts from the Cabarrus County 1988 school year
· . increase in spending on instructional
audit report, It ~hows ~ of $148,000 over the preViOu~ yea~

It also shows a deer- L- on th~se two specific n
$18,000 My reasons for oorm~en~lng-
show increases are going into ~he
in the audit are t~at ,~ases in administration costs at the
- --ooms and not ior lu~ the past but
school's central office. This nas ~u ~
of the last 9 years, In last year's budget session, we reduced
the requested increase from ~2% down to 15%, The result of this
trend of budget cuts is that Cabarrus County is ranked lSO out of
140 school systems in the State of North Carolina by "the Forum"
in its efforts to finance schools. Cabarrus County is ranked 43
out of 140 systems in its ability to afford better schools,
! ask you, after carefully considering this l~formatlon, to Join
ion for the funding of schools in this
me in setting a new direct support to do it now.
We have the opportunity and public
°°unty'you to make this the first year that we gain on the state
I urge
average instead of falling further behind.
