Manager <br /> <br /> FROM: Jim Cook, Social Services Direet~~ <br /> SUBJECT: Request for Approval of the Board of Commissioners for Grant <br /> Application a <br /> <br /> I am writing to request that the Board of Commissioners consider, at its <br /> April 2, 1990 meeting, approve of the Department's submission of a grant <br /> application to the Governor*s Crime Commission for JJDP funds to provide Child <br /> Protec Live Services. <br /> <br /> The County, through the Department of Social Services, has a responsibility <br /> under State law for providing Protective Services for abused and neglected <br /> children. The past year has Seen a dramatic increase in tho number of reports <br /> which must be investigated as wall as in the number of children and families to <br /> whom treatment services must bo provided. In November 1989 the Board of <br /> Commissioners gave its approval for the uss of new State funding' to provide for <br /> 1.5 additional staff members. This additional staff has helped tremendously. <br /> Still however, easeloads are 60% above recommended levels and the number of new <br /> reports being received has held steady at around 65 per month. <br /> <br /> The Department has planned to request another social worker position in <br /> Child Protective S~rvices in its 1990-91 budget In order to help in meeting the <br /> need for additional staff resources. The Department did, however, research <br /> involvedpossible, sources of funding which might assist tho County with the costs <br /> The Department did identify a grant program offered by the Governor's Crime <br /> Commission at the N. C. Department of Crime Control and Public Safety which <br /> could be of help. The Governor's Crime Commission is offering 100% <br /> State/Federal JJDP grant' funding for a two-year period for lo~al programs which <br /> replicate a program called the "Home Remedi <br /> a ' · es Program". This program model <br /> provides for social worker/therapist to-work intensively with families where <br /> child abuse or neglect has been identified and where such services can prevent <br /> the necessity of pla~ing the children in fOster care. Services are short-tex~ <br /> at four to six weeks. They are lnten8 ive, with the expected caseload not <br /> exceeding two cases typically. They are intended to build the capacity of the <br /> family to deal with its problems while protecting children. <br /> <br />¥ <br /> <br /> <br />
