However, staff <br /> resources are so limited that we do not have the capacity to provide the <br /> services which need to be provided. Often children must be placed in foster <br /> care because there is no alternative. Frequently cases must be given this level <br /> of attention regardless, leaving inadequate resources for other cases which have <br /> serious needs. <br /> <br /> With your approval, the Department submitted on February 15 a <br /> Pre-application for one of these grants. This was done with the unders'tanding <br /> that should we receive a favorable indication of the possibility of funding <br /> after the State's screening of proposals in late March, we would at that time <br /> request the approval of the Board of Commissioners to submit a formal <br /> application. <br /> <br /> I am very proud to say that of 61 pre-applications submitted, the one <br /> submitted by the Department was one of 15 selected for probable funding. (See <br /> the attached memorandum dated March 12, 1990.) <br /> <br /> Provided the Board of Commissioners approves, we will need to submit the <br /> formal application' by April 16, 1990. <br /> <br /> The grant would be in the amount of $44,086. This includes 100% of the <br />salary and fringe benefits for a Social Worker III together with $10,000 for <br />special staff training. The grant would be awarded from July 1, 1990. An <br />additional grant of this amount would be available for the year beginning July <br />1, 1991. <br /> <br /> As the addition of a social worker position would be essential for the <br />Dspartment to continue to meet its legal responsibilities in this area, the <br />securing of this grant enables the County to conserve fnnding for use with other <br />needs during the period of the grant. <br /> <br /> The Social Services Board at its }~rch 26 meeting acted to recommend to <br />the Board of Commissioners that it approve submission of this grant application. <br /> <br /> Please let me know if I may provide additional information. <br /> <br /> <br />
