Memorandum
Page 2
April 17, 1990

4. Julia, and all others I have talked with,
have in mind that the Yadkin-Pee Dee and
Dan-Mayo Committees should continue to work as
hard as possible between now and the 1991
General Assembly. The reasons'are:

A. To help the Fayetteville and
Wilmington parties in anyway possible
relative to the Office of
Administrative Hearings. In the
process the-Yadkin-Pee Dee and the
Dan-Mayo Committees can petition to
remain in the case as "friends of the
court"

B. Every effort needs to be made to
assist Senator Laura Talley as she
proceeds toward introducing a bill to
put a moritorium on Interbasin and
Intrabasin Transfers'of Water until
July 1991. There are two exceptions
to be allowed and these are the
pending Cary/Apex Project and the
Piedmont Triad Water Authority
Project.

C. After'the 1990 General Asse~bly
Session the NC Legislative Study
Commission on Surface Water Hearings
will begin again. The Yadkin-Pee Dee
and Dan-Mayo Committees need to fully
participate in these hearings that
will be held in the intervening time
before the 1991 General Assembly
Session.

D. There will be a need to assist Senator
Talley in getting legislation approved
in the 1991 session of the General
Assembly such as what has been
proposed by those in the Yadkin-Pee
Dee River Basin, the Dan-Mayo Rivers
Basins and'the Lower Cape Fear River
Basin.
