David Pearce Snyder, noted futurist and consultant in the area of managing change, will discuss the <br />many forces of change that will affect our economy and governmental services over the next 10 years. He <br />also will address how local governments can more effectively deal with these many changes. <br /> <br />4. "You and Your Ethics Should I or Shouldn't I?" moderated by Jake Wicker from the Institute o1' <br /> Government; a panel and audience discussion of ethical dilemmas that county officials face <br /> 2. "Long-Term Financing for Capital Project" <br /> 3. "Dealing with Special Interest Groups" <br /> <br />DISCUSSION GROUPS: The program will provide an opportunity for county officials to meet to dis- <br />cuss important issues in smaller groups. On Thursday, August 9, from 3:30 p.m. to 5:00 p.m., discussiou <br />groups will be available on the following topics: <br /> <br /> 1. Leaking Underground Storage Tanks and Risk Management Issues <br /> <br /> 2. Multi-County and Reg2onal Cooperative Efforts <br /> <br /> 3. Programs for the Aging <br /> <br /> 4. Jail Overcrowding Funding <br /> <br />BUSINESS SESSION: <br /> <br />The Business Session on Saturday, August 11, beginning at 2:00 p.m. will have several new features this <br />yew, including a report from the Association's Futures Committee and a summary of the Short Session of <br />the General Assembly by the Association staff. Delegates from counties will elect officem and directors <br />and vote un resolutions. However, please note that the Board of Directors has developed a new policy cou- <br />cerning proposed resolutions that relate to state legislative issues. Any propo$gdgoals which address state <br />legislative issues will be referred to an appropriate Association steering committee and ~hen forwarded <br />to the 1990~91 Legislative Goals Committee, which will be appointed followiug the Annual Conference. <br />The Legislative Goals Committee would then report the issue to the Legislative Goals Conference iu <br />Piuehurst on Decetnber 8-9, 1990, where all counties would have the opportunity to 'vote on it. <br /> <br />This policy was developed to allow b6th the steering committees and the Legislative Goals Committee the <br />oppoi-tunity to review prol~osed legislative resolutions prior to their adoption and to incoi'porate them into <br />the overall proposed legislative goals package. It also Will help prevent the' Confusion which results fr6m <br />legislative issues being considered a two different conferences. ;fhus, legislative resolutions will only be <br />considered at the Legislative Goals Conference, not the Annual Conference. <br /> <br /> <br />
