Caregivers receiving respite services through Social Services Block Grant (SSBG) or state appropriated caregiver support funding shall pay for some of the services on a sliding fee scale depending on their ability to pay. Revenues generated through the sliding fee scale are considered program income. Collemtion of Non-Federal Matching Resources. Recognizing its obligation to provide matching resources under this agreement, the Agency hereby agrees to secure and contribute to the Project local matching resources of not less than ten percent (10%) of the net Project costs for Title III Older Americans Act funds, twelve and one-half percent (12 1/2%) for Social Services Block Grant funds, and ten percent (10%) for North Carolina Title III-D State Supplemental Grant funds. Net Project costs shall mean total Project costs less any USDA funds and program income received. USDA funds and program income are defined in paragraphs 4(e) and 5. The Council will not be obligated to make any payments (as required by paragraph 4) until the Agency shall deposit to the Project account, or otherwise furnish to the Project, the required local match for the grant funds requested. In no case shall the local match directly or indirectly consist of federal funds from any source nor may any of the funds paid the Agency hereunder be used to match any other federal funds. The amounts and sources of the non-federal match are described in the Agency's reply to the Council's Invitation for Bid referenced in paragraph 2. ~qenc¥,s Personnel. The Agency represents that it has, or will secure at its own expense, all personnel required to perform the services provided for under this contract. Such personnel shall not be employees of the Council, nor shall such personnel have been employees of the Council during any time within the twelve (12) month period immediately prior to the date of this contract, except with the express written consent of the Council's Executive Director. The Agency shall procure a fidelity bond for all persons authorized to receive or disburse Project funds. Agency's personnel having access to property or funds belonging to the clients served under this contract should also be bonded in an amount of at least $10,000. Public agencies shall procure a public employees' faithful performance blanket bond. Non-governmental agencies shall procure either a blanket fidelity bond or name schedule fidelity bond. The bond limit for persons authorized to receive and disburse grant funds shall be at least the amount of compensation detailed in paragraph 2 or $100,000, whichever is less.
