Page A of 1__2 expenses and collected revenues by service so that the Council can compare the budgeted service unit cost to the actual service unit cost. In addition, the Agency shall submit a completed unit cost worksheet which reflects actual cost and revenue data for the period covered by this contract. This worksheet shall be submitted to the Council prior to December 15, 1991. (c) Adjustment to the Budqeted A~A Unit Cost. The Council will consider adjustments to the budgeted AAA unit rate after January 1, 1991, upon the request of the Agency and iran analysis of actual cost and units provided through that point in the grant year shows: 1) the Agency's actual increase in expenses pertaining to this contract is due to extraordinarily higher costs which are beyond the control of the Agency, or 2) there is a substantial difference between the number of service units planned and the number of service units actually delivered. If the number of service units delivered is lower than planned, the Agency must make every effort to increase services to the level committed in this agreement before the Council will consider making any adjustment to the budgeted AAA unit cost. Any adjustment to the AAA unit cost or the number of service units is at the discretion of the Council and contingent upon approval of the North Carolina Division of Aging. (d) Reallocatlon of Grant Funds. It is understood and agreed, that in the event that the Agency's rate of progress on this contract is leading to the under- utilization of the funds allocated, and if the Agency cannot demonstrate how funds will be fully utilized during the contract period, then, upon notice to the Agency and approval by the North Carolina Division of Aging, the Council may decrease the total compensation to be paid hereunder in order to reallocate funds to other contracts. (e) Payments of USDA Funds. Should the Council receive USDA funds for disbursements to the Agency, payments shall be made monthly based on the number of meals meeting service standard requirements served by the Agency to eligible persons multiplied by the per meal reimbursement rate set by USDA. The USDA revenue must be fully accounted for by the Agency and used during the contract period to offset the cost of the services provided. Pro-ram Income. No person age sixty or older receiving services under the. terms of this agreement shall be required to pay any part of the cost of the service(s). However, older persons shall be given the opportunity by the Agency to make a contribution toward the cost of the service(s) they receive and may be informed of the total unit cost of the service .3
