Residents will be told not to place newspapers or other materiels in <br /> bags or boxes of any kind, and at this time the contractor will not be <br /> required to collect such items. <br /> <br /> * Post-Collection Handlin~: Option 1) The contractor shall be responsible <br /> for all sorting, handling, processing, and marketing of materials, and shall <br /> be entitled to retain all revenues' from sale of the materials collected, This <br /> provision shall not be interpreted to prohibit subcontracting, post-collection <br /> duties to a qualified and responsible subcontractor. Ail materials collected <br /> shall be recycled for reuse and resale. The contractor shall ensure that none <br /> of the materials collected are deposited into a landfill or disposed of in any <br /> manner which prevents reuse, by employees, subcontractors, or others. <br /> Option 2) The contractor shall be responsible for all sorting, handling, <br /> processing, and marketing of materials, and shall divide revenues by 50% after <br /> processing and shipping costs. This provision shall not be interpreted to <br /> prohibit subcontracting, post-collection duties to a qualified and responsible <br /> subcontractor. The contractor shall ensure that none of the materials collected are <br /> deposited into a landfill or disposed of in any manner which prevents reuse, <br /> by employees, subcontractor, or others. <br /> <br /> With this option the county should see a reduction in the cost per household. <br /> <br />* Record Keeping: The contractor shall maintain records on the weight of <br />materials collected by type and by area. The contractor shall also maintain <br />records on the setout rate (percentage of selected households which put out a <br />container each collection day), and shall furnish an accurate estimate of the <br />participation rate (percentage of selected households which set out a <br />container at least once per month) by area. These records shall be furnished <br />to the county be the fifteenth (15) of each month for the preceding month. <br />Monthly and year-to-date information shall be included in each report. The <br />contractor shall ensure that the information furnished to the county is <br />accurate and reflects only materials collected under the curbside recycling <br />contract with Cabarrus County. The contrac2or will be required to supply any <br />information deemed necessary by the county to document collection volumes and <br />sales revenues from materials collected under this contract. <br /> <br />Satisfactory documentation for the weight of materials by type shall include <br />an actual weight of materials at least once each quarter for each year. The <br />contractor is required to calculate the weight of materials collected, based <br />on volume by type of material, The method used to estimate the participation <br />rates shall be explained and Justified by the contractor, and is subject to <br />county approval. <br /> <br />* Containers: The county will purchase required amount of containers to <br />provide each resident with one container, plus sufficient amount of containers <br />to allow for loss or damage over the course of the contract. Tho contractor <br />will he responsible for storage of containers at s~ch ti~e as a contract is <br />signed, and will distribute containers to all households within the selected <br />service areas as requested hy the county. The eontractor will also be <br />required to distribute containers due to loss or damage. Each household will <br />be furnished one container two weeks prior to start date.
