Pilkington <br />Health Director <br />Cabarrus County Health Department <br />715 Cabarrus Avenue West <br />Concord, North Carolina 28025 <br /> Evaluation of Bid for New Basin <br />Dear Fred: <br /> <br />Per your request, I have reviewed the bid by Ervin Grading for the new <br />sedimentation basin and whether the bid price is reasonable for the <br />project. There are several aspects of the project which I feel justify the <br />bid when it is compared to the cost of the other two basins recently <br />constructed at the landfill. These are outlined as follows: <br /> <br /> · The basin dam is almost twice as large as the previous two basin <br /> dams. In addition, the new dam will be constructed in an active <br /> stream whereas the other two were not. This will make the <br /> construction more difficult. <br /> <br /> · The contractor must remove the existing dam which is being replaced. <br /> This did not have to be done on the other dams. <br /> <br /> · The amount of construction materials used in the new dam structure <br /> (e.g., the length and diameter of the riser and outlet pipe, and the <br /> amount of stone) are significantly greater than the other projects <br /> because of the larger size of the dam and the drainage area being <br /> controlled by the basin. <br /> <br /> · The basin itself, which is being expanded from its current size to <br /> meet state regulations, is about ten times larger than either of the <br /> other two basins. Thus, a significantly larger amount of soil will <br /> have to removed by the contractor. The excavation will be more <br /> difficult because of the active stream and the amount of soft, wet <br /> sediment/soil which has accumulated in the existing basin. <br /> <br />The other two basins recently constructed at the landfill cost the County a <br />little over $28,400 each. If you add to this the $20,000 that the County <br />had to pay several years ago to have the large basin cleaned, as well as <br />allowances for all of the factors described above, I feel the $100,133 bid <br />for the new basin is justifiable. <br /> <br />If you have any questions or need any additional information please do not <br />hesitate to call me.
