RESOLUTION <br /> Concord-Cabarrus County Chamber of Commerce <br /> <br />Whereas, the Concord-Cabarrus County Chamber of Commerce has as <br /> its primary mission to enhance the economic well being <br /> and development of our area, to ensure a favorable <br /> climate for business growth and to encourage a better <br /> quality of life for all citizens and represents over <br /> 600 business members dedicated to this purpose; and <br /> <br />Whereas, the Cabarrus County Commissioners and all municipal <br /> leaders within Cabarrus County have joined hands to <br /> finance and support an active industrial recruitment <br /> program through the Greater Cabarrus County Economic <br /> Development Corporationand have made industrial <br /> diversification and expansion a top priority for the <br /> future; and <br /> <br />Whereas, the best method of insuring that the tax rate of our <br /> county remains as low as possible, thereby decreasing <br /> the tax burden on every individual citizen, is to bring <br /> in new industry of the highest quality to ensure <br /> expansion of the tax base and to provide quality jobs <br /> and a bright future for our citizens; and <br /> <br />Whereas, the cabarrus County Co~,i~sioners in good faith have <br /> entered into a contract with a private tax auditing <br /> corporation to audit the tax statements of businesses <br /> in Cabarrus County; and <br /> <br />Whereas, the contracted payment for the service of the private <br /> auditing firm is a percentage of all taxable revenues <br /> believed to be found, thereby fostering a potential for <br /> adversarial relationships and controversial <br /> interpretation of tax law between business and <br /> government; and <br /> <br />Whereas, this philosophy has the potential to alienate the <br /> essential trust relationship between business and <br /> government that is imperative for future growth; and <br /> <br />Whereas, North Carolina leads the nation in new industrial growth <br /> and Cabarrus CoUnty is strategically located in one of <br /> the major growth corridors of our state and must be <br /> perceived by industry throughout the world as a county <br /> where government and business work together for the good <br /> of all of our citizens to ensure that the expected <br /> quality growth occurs. <br /> <br /> <br />
