Planning Board Minutes <br /> June 20, 1990 Page 7 <br /> <br /> Hearing no objectives, Chairman Randall then MOTIONED to amend the River/ <br /> Stream Overlay Zone (RSOZ) under 4A, replace the period after biologist <br /> with "and in coordination with the Cabarrus County Soil & Water Conservation <br /> District," seconded by Mr. Hurlocker. The vote was unanimous. <br /> <br /> Mr. Hurlocker asked if an applicant comes in from a road construction <br /> project, how will this be processed. <br /> <br /> Mr. Byrd stated that it would have to go through other federal agencies. <br /> <br /> In response to several general questions, Mr. Newton's~ated this proposal <br /> would be very nice to have universally adopted by all jurisdictions in the <br /> County. It is a worthy thing to have done. In those cases where there is <br /> a public improvement or one of the permitted activities listed in 4B, <br /> that is when the replacement program gets involved. Mr. Newton stated that <br /> permits would be issued at the County level through the Planning & Zoning <br /> Department. <br /> <br /> Being satisfied with all answers given and there being no further comments, <br /> Chairman Randall MOTIONED to approve Petition 90-06(t) River/Stream Overlay <br /> Zone (RSOZ) text amendment, seconded by Mr. Nichols. The vote was unanimous. <br /> <br /> Chairman Randall introduced the sixth item on the Agenda, Small Area Planning <br /> Study: <br /> <br />._ Mr. Downs, Zoning Administrator, stated he wanted to give the Board an update <br /> on the Cold Springs/Highway 73 small area plan. He stated a meeting <br /> was held on June 7th with approximately 40 people attending. Mr. Downs <br /> stated that in many ways it was a split decision as to how the area <br /> should develop. Some residents want the area to remain the same while the <br /> others want zone changes to have area change. <br /> <br /> Mr. Suther stated he attended the meeting, and many ofthe residents would <br /> like the area to just remain as it is now. <br /> <br /> Mr. Newton stated the community is not quite functioning as a community, <br /> they are net. thinking collectively. He stated it was very difficult <br /> to get them to realize that changes are happening to their community and <br /> they can help direct the changes. The residents did not grasp onto the <br /> idea that the Staff was there asking for their opinion versus the department <br /> saying this is the way it is going to be. <br /> <br /> Mr. Downs stated there will be another meeting on the 2Bth of June and <br /> the Staff will come up with a Staff Report for the Board at the next meeting. <br /> <br /> Mr. Marshall gave the Board an update on the Northwestern Cabarrus small area <br /> plan meeting. Mr. Marshall stated the northwestern section is a much larger <br /> area than the Cold Springs/Highway 73 section. This area is considered a <br /> pilot for the small area plan as we would like to do it throughout'-th~'Cou~ty. <br /> This is a way of reviewing the zoning in the County to avoid some of the <br /> rezonings. A meeting was held on June 13th at Northwest Cabarrus High School. <br /> <br /> <br />
