Planning Board Minutes <br />June 20, 1990 P~ge 6 <br /> <br /> Mr. Hurlocker also asked if a septic tank could be put in the 70 foot <br /> between the 50 foot and the 120 foot. <br /> <br /> Mr. Byrd said that the 120 foot buffer would only be where there is a <br /> steep slope. <br /> <br /> Mr. Newton, Planning & Zoning Director, further clarified by stating that <br /> if a 120 foot area to be put into a stream buffer the area would be at <br /> roughly a 17 percent slope. He also stated it would be very hard to get <br /> a septic tank in an area with that great of a slope.' What the Staff tried <br /> to do was tailor a distance regulation that also matches many other types <br /> of regulations. Mr. Newton said the increase in the buffer strip from <br /> the stream is based on a formula in which the average slope is multiplied <br /> by four and then added to the base of §0, with 120 feet being the cap. <br /> <br /> Chairman Randall asked in point 4D, who files the progress report? <br /> <br /> Mr. Byrd stated whoever is doing the work that requires the permit will <br /> be filing the report. <br /> <br /> Mr. Newton stated at 7:00 A.M., on June 20, 1990, Mr. Suther and himself <br /> had the honor of meeting with a number of people who thought they maybe <br /> impacted and had some concerns. Mr. Newton asked Mr. Suther to highlight <br /> the meeting. <br /> <br /> Mr. Suther stated he talked with Mr. A1 Stanford from the Soil & Water <br /> Conservation District, to make sure the land owners and farmers had a <br /> chance to look over the River/Stream Overlay Zone {RSOZ). He said <br /> basically most of the residents are in agreement with the zone~ He also <br /> said the residents would like to see that the Soil & Water Conservation <br /> Disteict oversee this regulation, <br /> <br /> Mr. Newton stated we would need to have expert advice and assistance on <br /> evaluating may of these plans. Also in 4A, the Fish & Wildlife Service <br /> has recommended that North Carolina Wildlife Resources Commission District <br /> 6 Biologist also be involved. <br /> <br /> Chairman Randall asked is it mere editorial or a significant change to put <br /> a comma after biologist? <br /> <br /> Mr. Newton stated he do not have any problem including some type of phrase <br /> like "in codrdin&tion'with both'th~ Local.& County S6il Conservation'District. <br /> <br /> Chairman Randall asked if there is a general agreement on the Board that <br /> a clause follow that "in coordination with the North Carolina Wildlife <br /> Resources Commission District 6 Biologist and in coordination with the <br /> Cabarrus County Soil & Water Conservation District," <br /> <br /> <br />
