Since its <br /> passage, many counties and municipalities have asked for clarification on the 25% goal <br /> in order to meet the mandates in the bill and to begin program planning efforts in their <br /> communities. This memo addresses questions and concerns regarding the recycling <br /> components of Senate Bill 111 and provides guidance on how thc Solid Waste Section <br /> interprets the new law. <br /> <br /> Designated local governments, or those local governments holding a solid waste <br /> management facility permit from thc N.C. Division of Solid Waste Management in the <br /> Department of Environment, Health, and Natural Resources are required to initiate <br /> rt~'clable materials recycling programs by July 1, 191)1. <br /> <br /> In determining whether a designated local government meets the recycling <br /> requirements in Senate Bill 111, the Solid Waste Section in the Division of Solid Waste <br /> Management will be assessing performance based upon the documentation that is <br /> submitted by the designated local government in its annual report to the Solid Waste <br /> Section.
