HO~¥ ~VILIe 'r'lIE STATE DETERMI]X'F, IF A RECYCLING PROGR.~ HAS BEEN <br /> ]NqTIATED? <br /> <br /> The Solid XVaste Section ~11 co~ider a recycling program to be initiated if a <br /> designated local government has met all of the following minimum criteria: <br /> <br /> a. a program and plan implementation schedule has been developed; <br /> <br /> b. financing mechan~sm~ have been identified and budget has been requested; <br /> <br /> c. staff has been hired or identified who ~dll be responsible for the recycling <br /> program; and <br /> <br /> d. if the designated local government intends to contract for recycling services, a <br /> contract has been negotiated. <br /> <br />The law also mandates: <br /> <br /> At a minimum, a majority of marketable materials identified pursuant to G.S. <br />130A-309.14(b) must be separated from the solid waste stream prior to final disposal at <br />a solid waste disposal facility and must be offered for recycling if the separation and <br />collection of these materials is economically feasible and markets for such materials <br />ex~st in such proximity as to make transpurtation of such materials to such markets <br />economically feasible [Section 309.09 (b)(2)]. <br /> <br /> The Solid Waste Section interprets "majority' Io mean a majority of the materials <br />identified by the Depar[ment of Environment, Health, and Natural Resources. In the <br />identification process of marketable materials, the Department gSli evaluate national <br />market studies and the assessment of markets for recydable materials by the Department <br />of Economic and Commu~ty Development (DECD) as required by Senate Bill 111. <br /> <br />2.
