Staff and volunteer leadership of United Way are <br />receptive to assuming chis role. <br /> <br /> i simple written agreement describing mutual responsibilities should be used. <br /> <br /> The Department would serve as the County's grant administrator to discharge <br />responsibilities of the County as grantee. It would serve as liaison between the <br />County and United Way in relation to OFF program activities, It would participate in <br />the OFF program planning process and assure coordination with ~he JOBS program. <br /> <br /> Planning staff of Unlted. Way would compile and write the planning grant proposal <br />due October 1. In this process, staff of the Department of Social Services would <br />provide support (e.g. help with research, clerical assistance, arrangements for <br />meetings, et,) <br /> <br /> Should the County be successful in securing an OFF program plann/ng grant, these <br />funds could be utilized to support extra expenses for grant-related activities such <br />as additional clerical support at United Way and the costs of sutweys and field <br />trips. The Department's JOBS program coordinator could carry some OFF program <br />responsibilities, particularly where activities (ag. research) would benefit both <br />programs. <br /> <br /> Again, the entire OFF program planning process would need to be highly <br />coordinated with the JOBS program planning process. Quite possibly the group <br />convened by the Department for the September - November JOBS program planning process <br />could be constructed with considerable United Way input and involvement. This group <br />would need to involve the Manager's office, ESC, school systems, JTPA, Rowan-Cabarrus <br />Community College, United Way, Chambers of Commerce and others. This group could be <br />expanded and modified from the beginning for use as the community planning group for <br />the OFF program. Care should be taken to assure the planning group encompasses <br />citizen representatives from the community at large, including poor people, <br />Intensive planning efforts for the OFF program involving a community planning group <br />would be phased up at about the t/me that the major work of the JOBS program planning <br />group is concluded. The two efforts should thus coordinate well. <br /> <br /> In summary, the Department's recommendations to the Board of Commissioners are <br />as follows: <br /> <br /> 1. The Board designate the Department of Social Services as its lead agency <br /> for administration of the OFF program. <br /> <br /> 2. The Board authorize the Department to submit a proposal in behalf of the <br /> County for an OFF program planning grant by October 1. <br /> <br /> 3. The Board approve the Countyta engaging the United Way of CentIal Carolinas <br /> to facilitate the planning process and compile grant proposals, <br /> <br /> <br />
