On non-emergency calls, attempts to collect payment can be <br />made before the ambulance trip begins; however, inability to pay <br />shall not be grounds for denying service when such service is <br />necessary, reasonable, or requested by a medical facility or <br />medical professional (i.e. physician or registered nurse). <br /> <br />SECTION 15. MISCELLANEOUS: <br /> <br /> The County reserves the right to inspect any franchlsee's <br />ambulances, ambulance equipment, and records at any time to <br />determine compliance with the provisions of this ordinance. <br /> <br /> The only places that emergency ambulance service providers <br />may transport emergency patients is to emergency medical <br />facilities. <br /> <br /> The County reserves the right to call upon and mobilize the <br />resources of any franchised ambulance provider in the event of <br />any disaster, catastrophe or other exigent circumstances for <br />which County resources are inadequate to respond. In such <br />instance the County would assume operational control of all <br />ambulance activities and provide for reimbursement of <br />uncollectible accounts arising out of such activities at the <br />approved rates and charges in effect at the time of service. <br /> <br />Non-emergency ambulance providers not also franchised as <br />emergency ambulance providers must comply with all State __ <br />regulations and standards for either Category I or Category II <br />ambulance providers. Each Category II ambulance must be non- <br />white in color. Bands or belts encircling the vehicle body must <br />be non-orange in color. Emergency medical symbols, such as the <br />Star of Life, or any other emergency medical markings, symbols, <br />or emblems, including the word emergency, must not be displayed <br />in any advertisement, publication, or literature pertaining to <br />non-emergency ambulance services. Provided, however, that any <br />non-emergency service currently using the Star of Life in its <br />advertising may continue to do so for a period of one year <br />following the adoption of this ordinance and may continue to do <br />so thereafter on any permanent sign identifying its place of <br />business until such time as the sign is replaced. <br /> <br /> Non-emergency ambulance services not currently franchised <br />may continue to operate for up to six (6) months without a <br />franchise provided, ho%,,ever, that such non-emergency ambulance <br />services comply with all State regulations and standards for <br />ambulance providers, and comply with the insurance and <br />recordkeeping requirements set forth herein, and, further, <br />provide only non-emergency ambulance service in Cabarrus County. <br /> <br /> <br />
